With the original structure on this site being built around 1725, this is considered the oldest building in Port Deposit. There is evidence suggesting a mill stood in this spot as far back as 1680, although the current architecture is indicative of 1815 construction. There are various newspaper articles that tell of mill fires so it is strongly suspected this was rebuilt.
In 1731 and described as "Merchant's Mill", it was owned by John Steel (Steele), who lived along Rock Run in "Steele Mount" (which still stands today and is privately owned). It passed through various owners and was still in operation in 1916.
The mill operated in the late 1800s by John and Charles Fox. At various times during their ownership, the mill produced flour, brushes and early American furniture. William Nesbitt and Rumsey Smithson were later owner/operators. From 1916 to 1940, the mill operated as a sausage factory, making sausage, scrapple and doing general butchering.
