It shows Franklin with several high members of the French court but the artist wanted you to focus on Franklin specifically. If you look closely, all the other faces are the same. Their clothing is detailed but their faces are the same while Franklin’s clothes are plain and his face is in great detail. Thus working to draw your attention to Ben.
